While the public often focuses on
the 2,300 or so major healthcare breaches and the 54 HIPAA resolution
agreements and civil monetary penalties that made the news, there is less obvious world of enforcement occurring.
OCR can make a
credible claim to affecting behavior in about 350,000 cases involving
HIPAA since 2003.These action include corrective actions requiring changes to compliance programs taken in response to patient complaints, steps to correct and mitigate more than 300,000 small breaches reported by Covered Entities and Business Associates, and more than 22,000 instances in which OCR has provided technical assistance before formally launching a complaint.
