Assistant U.S. Attorney Peter Winn Details Scope of Threats
Medical identity theft poses a growing and dangerous challenge to the adoption of electronic health record systems and the integrity of the health system in general. The issue goes well beyond HIPAA privacy and security compliance issues; it threatens the healthcare enterprise across the continuum of operations. Healthcare experts are worried not only that patients are at greater risk as the industry moves toward electronic health records.
There is a mounting and grave concern that some forms of medical identity theft also could hurt the financial solvency and viability of many healthcare operations.

Peter Winn, Since 1994, Peter has served as an Assistant U.S. Attorney in the U.S. Department of Justice. He is the Civil Health Care Fraud Coordinator at the U.S. Attorney's Office in Seattle, Wash. He was responsible for designing the legal theory underlying the Justice Department's prosecutions of violations of the health privacy provisions of HIPAA.
Gail D. Sausser, Gail specializes in medical identity theft and HIPAA issues. From 2002 through 2006, she served as a staff attorney at Virginia Mason Medical Center. She served as the Chair of the HIPAA Workgroup for the Healthcare Financial Management Association from 2000-2003 and has authored many books and articles on all aspects of the HIPAA Administrative Simplification provisions.
